With reference to the subject District AIDS Prevention Control Unit (DAPCU) that is for discussion, the matter of integrating with National Rural Health Mission (NRHM) is more simple and easy than it is made out to be. If a little thought and trust is created among the personal and associates, more integration can be achieved than by all our plans and strategies. If only there be better understanding and agreement on distribution and delegation of power and responsibility, between the personnel and Managers involved in both DAPCU and NRHM programs, only then will there be a smooth workflow of the project.
I have personally visited the project offices for information. However, I could not get the information, for the concerned official was at a meeting. Should not my problem be considered by the assistant officer in charge instead of waiting for the chief? We understand that the chief may not be available all the time. However, this does not mean that the entire office come to a stand still. Hence, delegation of power to reply to FAQ comes much before what you have asked in your query, namely, delegation of administrative and financial powers.
I have not got the information that I requested. However, as an NGO we have helped these same offices to accomplish their target. Target should be for accomplishing and not for trumpeting about figures or just for collection of data. The purpose of using the data in the response to HIV should not be lost or sacrificed in the race for collection, compilation and display of statistics. Data is only a means to an end and not the end itself.
