Thanks for initiating the dialogue on Road Map for Reform on Public Health with the Health Minister so that it becomes the first year agenda for new Government. DFID is currently supporting Health Sector Reform Programme (HSRP) in the 5 states namely West Bengal, Orissa, Andhra Pradesh, Madhya Pradesh and Bihar. In MP, the Technical Assistance Support Team (TAST) is currently supporting the implementation of HSRP. We have drawn up the 6 critical sub-outputs as a road map for health sector reform (including nutrition). The outputs are as follows:-

Equitable access to quality public healthcare services improved like provisioning of need based pro-poor planning, inter-sectoral Urban Health Strategy for urban poor & slum dwellers, Tribal Health Strategy with focus on Primary Health and Nutrition, Accreditation of Health Institutes especially of PHC/CHCs
Accountability of health services improved, with improved monitoring and evaluation system in place
Organisational development and human resource management systems strengthened to address the issues of Human Resources, Training (multi-skill manpower available in the periphery), strengthen procurement system along with improved supply chain management/ better drug availability in the field
Adequacy of financial allocation and effectiveness of expenditure improved like Medium Term Expenditure Framework for long term perspective planning   
Participation and regulation of private providers in achieving public health goals to improve the reach of services and quality of services
Integrated service delivery to reduce malnutrition and improve child health by focusing convergence amongst the various stake holders like Health, DWCD, PRI, Rural Development, Agriculture/Horticulture, Education, etc

We believe that once we address the above mentioned areas, this would also address the issues mentioned in your query. It is always good to address the issues holistically rather than just focus to one or two areas.
